Randolph Whipplestick, also known as "Old Brown Nose", was the Chief of Police for the Lytton Police Department at the time of the Jessie Bains investigation.
Whipplestick was appointed as Chief of Police fewer than 10 years after joining the LPD. Rumors around the LPD insinuated that Whipplestick had manipulated his way into the position.
At the time of Lonny West's murder, The Lytton Tribune reported that Whipplestick had nominated Sonny Bonds and fellow officer Joe Walters (Joe Morgan in the remake) for the LPD's "Officer of the Year Award".
According to R. J. Jefferson, Whipplestick toured the Lytton Police Station during one of Sonny's shifts, causing a ruckus as the officers scurried away.
According to Sgt. John Dooley, Whipplestick had once whined about the department's "industrial injury" stats. Nevertheless, Dooley kept a photograph of himself with the Chief hanging in his office. Another photograph of the Chief was hung prominently in the Lytton Police Station's main hallway.

Chief Whipplestick was last seen at the ceremony celebrating Sonny Bonds' victory in the Jessie Bains trial, saluting Sonny as he was given the Key to the City. Whipplestick later retired and was replaced by Chief Eric Heitman.
