Lytton Police Department (LPD) is the law enforcement force for the city of Lytton, California. The department handles all matters of criminal activity and prevention within the city's limits, including traffic stops, investigations and arrests. The department is responsible for multiple arrests each year, including everything from minor misdemeanors to severe felonies. Though it only has jurisdiction within the city's municipal limits, the LPD has collaborated with other police departments around the country in the past, including the Chicago Police Department, the Steelton Police Department, and the FBI.

Being responsible for a growing Californian city, the LPD has gradually increased its manpower to at least several hundred officers over the course of the 1980s and 1990s. One of the department's most prominent employee is Sonny Bonds, a patrol officer who became a detective, foiled several major crimes and criminal organizations, and received multiple awards for his service.

The Lytton Police Department is headquartered at the Lytton Police Station, near the city center. As the department grew, this station was gradually remodeled and eventually moved to a large facility together with the Lytton City Jail. The building also houses the department's many vehicles, including both a fleet of patrol cars and multiple unmarked cars for detective use.

Leadership[]

During the time of the Lonny West murder, the department was headed by Chief Randolph Whipplestick, who climbed the entire chain of command within only 10 years. He was rumored to have done so through manipulative tactics, earning himself the nickname "Ol' Brown Nose". He presided over the department during the investigation of Jessie Bains' criminal enterprise.

A year after the arrest of Jessie Bains, Whipplestick was replaced by Eric "Click" Heitman. He presided over the department during the events following Bains' escape from prison.

Divisions and Supporting Roles[]

The Lytton Police Department is split into several divisions, each handling a specific aspect of police duties.

Traffic Division[]

Also known as the "Patrol Division", this unit is in charge of patrolling the streets of Lytton for traffic offenses, as well as keeping an eye out for crimes committed in public and responding to emergency situations of any kind. Traffic officers are uniformed, and ride around in marked police cruisers. At one point during the late 1980s, this division was housed separately from the other (detective) divisions at the Lytton Police Station.

During the time of the Lonny West murder, the division was headed by Sergeant John Dooley. Traffic officers were the first to respond to the murder scene. The traffic division was also responsible for the arrest of Jason Taselli, a murderer and associate of Jessie Bains. Sonny Bonds, a traffic officer who was nominated for an "Officer of the Year" award and was instrumental in the arrest of Jessie Bains, was promoted directly out of this department.

Following Jessie Bains' escape from Lytton City Jail, traffic department officers Mario Gelepsi and Calvin Haines responded to several calls which furthered the pursuit. Officer Haines discovered Luis Pate's car at Oak Tree Mall, whereas officer Gelepsi responded to a report at Cotton Cove and the discovery of Woody Roberts' body.

Narcotics Division[]

The LPD's Narcotics Division is responsible for investigating reports of drug trafficking affecting Lytton, and bringing offenders to justice. Narcotics detectives wear plain clothes, and ride in unmarked vehicles (usu. confiscated during previous arrests). At one point during the late 1980s, this division was housed together with the other detective divisions at the Lytton Police Station.

During the time of the Lonny West murder, the division was headed by Lieutenant James Morgan, and was severely understaffed to content with the wave of drug trafficking instigated primarily by Jessie Bains and Jason Taselli. As a result, Lt. Morgan decided to recruit additional detectives, with a preference for veteran officers from the Traffic Division. Officer Sonny Bonds was selected for this temporary assignment, and was paired with veteran detective Laura Watts. The two detectives performed a drug bust at Lytton City Park which led to the arrest of Victor Simms and Donald Colby. Later, the division performed an undercover oepration at the Hotel Delphoria which led to the arrest of Jessie Bains and the dismantling of his budding drug trafficking empire.

Following these events, Traffic Division Sergeant John Dooley was promoted to the rank of Lieutenant and became the head of the Narcotics division, replacing Morgan. During that period, an officer within the department was investigated by Interal Affairs for drug use, but checked into rehab before he could be censured.

Homicide Division[]

The Homicide Division of the LPD is responsible for the investigation of murders and attempted murders within the city of Lytton, as well as the apprehension of criminals who had committed such crimes within city limits. Homicide detectives wear plain clothes, and ride in unmarked vehicles (usu. converted police cruisers). At one point during the late 1980s, this division was housed together with the other detective divisions at the Lytton Police Station.

Homicide Division detective Oscar Hamilton was in charge of investigating the murder of Lonny West, concluding that he had been shot in a drive-by assassination - probably by Jason Taselli and/or Jose Martinez. A short time afterwards, Hamilton was also in charge of investigating the murder of Jason Taselli himself, which revealed that he had been executed. The division was instrumental in convicting Jessie Bains of the murder.

After Bains' arrest, Captain Fletcher Hall was placed in charge of this division, with at least three detectives under his command. Homicide detectives Sonny Bonds and Keith Robinson, both promoted from the Traffic Division, were responsible for tracking down Bains after his escape, investigating the murders of Luis Pate and Woody Roberts as part of the pursuit. As part of this investigation, Bonds and Robinson were sent to Steelton to collaborate with the Steelton Police Department in locating Bains, which ultimately led to the shootout in which he was killed.

Burglary Division[]

The Burglary Division of the LPD is tasked with investigating cases of theft during breaking-and-entry events occurring within the city of Lytton. Burglary detectives wear plain clothes.

At the time of Jessie Bains' escape from Lytton City Jail, the Burglary Division was headed by Lieutenant Robert Adams, though he was close to retirement. Division detective James Simpson was responsible for investigating a burglary (later known to have been committed by Bains) in which several weapons were stolen from a local gun store. One of these weapons, a shotgun, was used in the attempted murder of Sonny Bonds via booby-trap. Another, a .32 pistol, was used by Bains to murder Donald Colby in Steelton.

Evidence Lock-up[]

The LPD employed officers to catalogue and process evidence collected by officers and detectives in the field. The Lytton Police Station had a dedicated evidence lock-up room where this evidence was stored, and could be temporarily retrieved by officers investigating related crimes. Officers would deposit and request evidence through a secure window within the station.

During the time of the Lonny West murder, officer Russ Dinkle was in charge of the evidence lock-up. Within the next year or so, he was replaced with officer John B. Willis ("Big John").

During its operation, the evidence lock-up contained evidence collected during the arrest of Jason Taselli, as well as evidence collected from multiple crime-scenes related to the escape and murderous rampage of Jessie Bains.

Shooting Range[]

During its renovation in the late 1980s, the Lytton Police Station was supplemented with an indoor shooting range for officers to use. This range was manned by an officer responsible for dispensing ear protection as well as extra ammunition magazines for service handguns.

Officer Ken Mills filled this duty for a time.
