Shelly Wingate is a resident of Lytton, CA. On the day of Jessie Bains' escape from Lytton City Jail, Wingate went out jogging in Cotton Cove and happened across signs of Luis Pate's murder. Startled by a noise in the bush, she ran off and called the police. This eventually led to detectives Sonny Bonds and Keith Robinson arriving on the scene, and running into an ambush set up by Bains. The gunshots scared Wingate away.

Jessie Bains escaped from Lytton City Jail in 1988, taking jailer Luis Pate hostage. After switching cars at Oak Tree Mall, Bains decided to get rid of his hostage and prepare an ambush for his real target, Sonny Bonds. He would do so at Cotton Cove, a scenic area in south-east Lytton.
Upon arriving at the Cove, Bains removed Pate from his stolen car, stripped the hostage to his underpants, and then shot him in the head at close range. He then proceeded to drag the body into the river, leaving behind a large pool of blood and drag marks.

At this point, Shelly Wingate arrived on the scene, having jogged along the banks of the Clearwater River. She spotted the blood and drag marks, but was suddenly startled by a noise coming from the nearby bushes. She immediately ran to the Cotton Cove parking area and used the local phone booth to call the police.
Uniformed traffic officer Mario Gelepsi was the first to respond to the scene, followed quickly by detectives Bonds and Keith Robinson. Bonds questioned Wingate, who regaled her experience and told Bonds of the approximate location of the blood she'd seen - approximately 100 yards to the north.

Both detectives proceeded towards the given location, but partway there were ambushed by Bains with his gun drawn. An quick exchange of fire ensued, after which Bains retreated to his stolen car and unsuccessfully attempted to run the detectives over. The loud noises from the gunfight scared Wingate, who immediately ran away from Cotton Cove.

Shelly Wingate lives at 108 10th Street. According to her, although she's always heard nice things about police officers, she categorically refuses to date them. She considers herself a "lady".
Behind the scenes[]
The actual script code of Police Quest II refers to the jogger character object as "Barbie", perhaps due to Wingate's physical similarities with the famous doll of that name.
In The Police Quest Casebook, the jogger at Cotton Cove is named Julia Barrows.
