Victor Simms was a student at Jefferson High School, in Lytton, CA. Prior to the Jessie Bains investigation, Simms was responsible for dealing drugs at the high school, resulting in the death of Kathy Cobb. Simms had purchased his drugs from Jose Martinez, who later introduced him to a new supplier, Donald Colby. Simms and Colby were arrested together during a drug deal at Lytton City Park.

Events[]

Around the time of the arrival of Jason Taselli and Jessie Bains in Lytton, CA, Victor Simms began selling cocaine - and possibly other drugs - at Jefferson High School which he attended as a student. The drugs were initially purchased from Jose Martinez.

After some time dealing with Martinez, Martinez introduced him to Donald Colby, who became his new supplier. Some time after that, Martinez disappeared, and was likely murdered by Jason Taselli as part of his takeover of the Lytton drug market.

At some point, Victor Simms began selling cocaine to Kathy Cobb, a fellow student at Jefferson. Cobb, the daughter of Lytton Police Department officer Jack Cobb, eventually overdosed on cocaine and was hospitalized in a coma. She later died without regaining consciousness.

An anonymous informant tipped off detective Laura Watts of the LPD's Narcotics Division about an upcoming drug deal between Simms and Colby, which was about to take place at Lytton City Park. Detectives Watts and Bonds (who had just been recruited temporarily into the division) set up a stakeout at the park. Detective Bonds observed Simms arriving at the scene, followed by Colby. A bag of cocaine was exchanged for money, and the two men began arguing about the price. At this point, Bonds announced his presence and ordered both suspects to freeze. Colby bolted and was arrested by Detective Watts, whereas Simms surrendered immediately and was arrested by Bonds.

During questioning, Simms was eager to provide information. He gave up Colby's identity, as well as the identity of his previous dealer, Martinez. He was locked up in Lytton City Jail together with Colby.

According to later police records, Simms was convicted of drug trafficking, and given a 1-year suspended sentence.

Behind the Scenes[]

Police files available in Police Quest II indicate that Simms was born in 1966. This would make him 20 years old at the time of his arrest, according to dates given in the original Police Quest. This would make it impossible (or at least, highly unlikely) for him to still be a student at Jefferson High School, despite holding a student ID card for that school at the time of his arrest. Note that many other dates are also completely incongruous between these two games.
